While property tax rates have decreased since 2014 due to rising property values and new construction, the proposed levy increase is intended to offset the effects of inflation.The proposed increase, excluding new construction, is set at 3.4% to match the Consumer Price Index (CPI), a key inflation measure published by the U.S. Bureau of Labor Statistics. This is the maximum allowable increase under state law, which caps property tax levy hikes to either the CPI or 5%, whichever is lower.At Thursday’s meetings, the Kane County Board Finance and Budget Committee voted 3-2, while the Kane County Executive Committee voted 10-4, to recommend the increase. Those in favor included board members Deborah Allan, Anita Lewis, Mavis Bates, Dale Berman, Michelle Gumz, Chris Kious, Michael Kenyon, Michael Linder, Cherryl Strathmann, and Vern Tepe. Those opposed were Mark Davoust, Myrna Molina, Jarett Sanchez, Clifford Surges, and Bill Lenert. Board member Leslie Juby voted “present,” meaning she did not cast a vote either for or against the recommendation.Supporters of the increase argued that it is necessary to ensure the county can continue to fund essential services. Board member Michael Kenyon emphasized that the purpose of the tax hike is to provide revenue to support public services, while other members, like Deborah Allan, stated that adjustments for inflation should be a routine matter for local governments to keep their budgets current.However, some board members who opposed the increase expressed concerns about the timing, particularly with a sales tax referendum set to appear on the ballot in April. The referendum proposes a 0.75% increase in the county’s sales tax, which could generate over $50 million annually. Critics, such as Mark Davoust, felt that raising property taxes now could hurt the referendum’s chances, as voters may see it as a double tax increase.The county has been relying on reserve funds to balance its budget since 2023, and officials have warned that without additional revenue or significant cuts, the county will face financial challenges in the coming years. The proposed $416.6 million draft budget for 2025 includes $29.3 million in reserves from the general fund to balance the budget, though this figure does not yet account for the proposed $2 million property tax levy increase.Kane County officials have also noted that federal pandemic relief funds helped prop up the budget from 2020 to 2022. Without these funds, the county would have needed to dip further into its reserves during those years.The Kane County Board will vote on both the budget and the proposed tax increase at its meeting on November 12. Details about the project, including exhibits, are available on the city of Aurora’s website.The city originally applied for federal funding through the Highway Safety Improvement Project in June 2022, receiving approval for up to 90% of the costs associated with preliminary engineering, design, construction, and oversight. To date, about $2.4 million in federal funding has been secured, covering all project phases.With an expanded project scope since the initial application, additional federal funds have been requested and awarded. According to Hylton, the majority expressed a desire for something different from the high-end steakhouse model that defined Stolp Island Social.“We really tried to listen to our patrons,” Hylton said. “We believe this new concept offers something fresh and fitting for the community.”A New Direction with Proven LeadershipThe board also prioritized finding a full-time operator with a proven track record of success, ensuring the business would thrive independently of Paramount Theatre events.Chad Gravenites, the owner and operator of Arthouse, said the new restaurant will embrace the arts, drawing inspiration from the Paramount Theatre, located next door. “We’re incorporating elements of music, film, and art into the experience,” Gravenites said.Guests entering Arthouse will be greeted by records displayed on the walls, leading into a main dining area where silent films will play via a projector.Although Arthouse’s opening coincides with the Paramount Theatre's “Frozen” premiere on October 30, Gravenites emphasized that the restaurant is designed to operate beyond show nights.Creating a Destination, Not Just a Show-StopA key criticism of Stolp Island Social was its limited hours, often only opening on show nights, a situation worsened by the pandemic. Arthouse will be open seven days a week—from 11 a.m. to 10 p.m. on weekdays and until midnight on weekends—providing a consistent space for patrons before and after shows, as well as throughout the day.Gravenites aligns with other restaurateurs in downtown Aurora who envision a vibrant future for the area, regardless of show schedules. “Our goal is to create a destination where people want to be, show or no show,” he said.This perspective echoes the philosophy of other local business owners, such as Roberto Avila, who owns Altiro and Amore Mio, and Bernie Laskowski, owner of Craft Urban.“You won’t recognize this downtown in two years,” Gravenites added optimistically.Upscale Casual Dining with AffordabilityDescribed as “upscale casual,” Arthouse’s menu will feature six burgers, five entrees, and an assortment of sandwiches—reflecting a varied yet approachable dining experience. From the late 1980s onwards, Cordogan Clark & Associates played a crucial role in shaping the development of the Hollywood Casino in Aurora, Illinois. Their involvement began with the design and construction of the central docking and restaurant pavilion, along with a seven-story parking structure that supported the original riverboat casinos. This initial phase, completed in 1991, also included pedestrian links between the buildings and enhancements to the Riverwalk, such as bicycle paths, paved terraces, and a canoe chute.As the casino expanded, Cordogan Clark & Associates continued their partnership with Hollywood Casino, designing a new 10-floor valet parking structure in 1995. This structure provided parking for an additional 850 cars and served as a vital connection between the banquet facilities and the 220-seat Copley Theater in the adjacent North Island Center. The remodeling of the North Island Center’s banquet rooms further enhanced the relationship between the Hollywood Casino and the nearby 1,800-seat Paramount Theatre, fostering a strong connection between these key cultural venues.Following a change in Illinois gaming law in 1999 that allowed casinos to remain permanently moored, Cordogan Clark & Associates designed an 80,000 square foot floating Casino Gaming annex to house Hollywood's gaming facilities. A Rapidly Growing CityJoseph McCarty, a pioneer from New York State, came west seeking a new home. Reaching the Fox Valley, he built the first campfire in April of 1834 on the island, which is now the site of downtown Aurora. He thought that the Fox River location was an ideal place for a new community and told his brother, Samuel.Graphic of a 1920s-era vehicle and lamplightsIt was not long before Samuel arrived, family was sent for, and a permanent settlement was taking roots. The settlement was named McCarty mills for the brothers' grist mill and sawmill. In 1837, when a Post Office was established, the village became Aurora, goddess of the dawn. Later, when the City was the first in the United States to use electric lights for publicly lighting the entire City, it achieved the nickname of "City of Lights."The modest camp of 1834 has grown into a teeming city. With a population of 197,899 according to the 2010 census, the City has steadily grown throughout the years to become the second largest city in the state.
